Racism, Education and Life Trajectory: A Qualitative Case Study of Young Adults Using a Critical Race Theory Perspective

Summary: Blatant racist laws and policies of slavery, Black Codes, and Jim Crow are historical phenomena that have deeply impacted the life circumstances, including education, employment, and earning potentials of people of color. Although those formal systems are often looked at as ‘things of the past,’ there are many people currently living within the strong hold of racial profiling, through gang injunctions and the war on drugs, and low educational expectations because of the community they live and the color of their skin. The purpose of the study is to inform policymakers and program staff, using a critical race theory methodology, on the experiences of young adults who live in highly criminalized communities impacted by racism and substandard education environments.

Perspectives: Former foster youth refining the definition of placement moves

Summary: Research has demonstrated that children who experience numerous moves in foster care are more likely to exhibit behavioral problems and less likely to achieve reunification or permanency. However, current knowledge about how placement move transitions impact children is extremely limited. This study used qualitative methods to explore how former foster youth define a placement move. Results indicated that placement moves can be defined by: 1) Time and relationships; 2) Packing and leaving; 3) Loss of property; 4) Returning home; 5) Type of placement; and 6) Decision-making process. An alternative definition of a placement move is offered and implications for child welfare policy, research and practice are provided.

Evaluation of the Senior Community Service Employment Program (SCSEP): Process and Outcomes Study Final Report

Summary: As the only Federal employment and training program targeted specifically to older Americans, the Senior Community Service Employment Program (SCSEP) provides subsidized minimum-wage, part-time community service jobs to low-income persons age 55 or older who have poor employment prospects. In Program Year (PY) 2007, ETA contracted with Social Policy Research Associates (SPR) and its subcontractor, Mathematica Policy Research (Mathematica), to conduct a comprehensive evaluation of the SCSEP. This final report summarizes the results from these evaluation activities. It presents findings on the organization of the program, the participants served, the outcomes achieved, and the challenges faced by local projects, as well as information about the organizational factors and service features that influence SCSEP program success, as indicated by a wide range of outcome measures.
